I took sandpaper and a wire wheel to the handle on my vise and then polished it with brasso but it seems to form surface rust after a couple of days. What's the best way to prevent this?

Use the corrosion to your advantage. Let it rust for about a week, then knock it back with steel wool. De-grease and repeat until the entire handle is an even brown color, then coat with oil...Voila, you have gun bluing (well browning in this case). The oil will stop the rusting process and you'll have a permanent finish on the handle.
