I took sandpaper and a wire wheel to the handle on my vise and then polished it with brasso but it seems to form surface rust after a couple of days. What's the best way to prevent this?

Take a rag with some oil on it and wipe the handle.

I use mystery oil seems to work just fine for me. Further more scotch brite dill bits seem in a medium course and fine course seem to work better at surface rust than wire wheels.

Use the corrosion to your advantage. Let it rust for about a week, then knock it back with steel wool. De-grease and repeat until the entire handle is an even brown color, then coat with oil...Voila, you have gun bluing (well browning in this case). The oil will stop the rusting process and you'll have a permanent finish on the handle.

That's my favorite finish for cast iron saw tables too.

Just be aware that some oils prevent rusting better than others.
My favorite corrosion preventing oil is a product from G96:
http://www.amazon.com/gp/product/B0000DD5TL/?tag=atomicindus08-20

You only need the barest film of this to get good protection.
Another good dry-film corrosion preventer is Eezox
