Looks like clips for adjusting valves. Keeps the oil from squirting all over the place.
If I’m right, you clip them on to the rocker in a way that it covers the push rod oiling hole. Had a set that I used a lot back in my drag racing days.

I remember a friend of mine trying to adjust the valves on his SBC with a set of those. He'd bump one and knock off and while trying to catch it knock tow or three more off. After about a half hour of me laughing at him I asked if he wanted to borrow my cut valve cover.

^ They don't fit on an Opel 1.1L engine.

I did use some tactical cardboard. It's been about 30 years since the last time I adjusted valves that way and I underestimated just how far oil was going to launch.
