Picked it up 1/2 at the flea for $2 today. Just says alloy and number r-10 usa. Any ideas?

Looks something like this Penens corp.
The speed handle also has Challenger stamped after the penens corp name

Thanks guys. I was thinking Fleet, but could not find one like it when I looked it up. I've got someone I will give it to that will use it.

I have one and it is a Penens. Fleet was a name used by Penens. It has a dual plate design.

Like said above that is a Penens ratchet. They were owned by Plomb/Proto and made that same type ratchet under several names including Fleet.
