So, I've started towards getting a pole building built. I just realized that I'm not 100% clear on the correct way to install the gravel under the slab. I'm not sure if the gravel is just put between the splash boards or the area within the building should be dug out and filled with gravel.

Is one of these configurations correct? Is there another option I am missing?

Also, should I put some gravel down where the building will set before it is put up?

I would do a concrete turndown edge. The splash board should not be in contact with the ground. Its purpose is to help seal the wall to floor juncture.

Option 1, you can also bevel the top edge of the XPS so the concrete goes to the wall with no exposed insulation, the heat loss is negligible.

I used door cutouts ( about 2' x 4' and 2" styrofoam ) for the inside insulation which had a metal skin on each side ; removed one side and will cap the insulation with removed metal to finish, so any sparks will not ignite the styrofoam.
Works for me; hard part was finding the cutouts.

To achieve option 1 do I dig the area down before the building is built?
