Wrench3047 is correct. They are "micro bore" lines attached to hydraulic pressure guages. The are a quick way of tapping into pressure ports/guage ports on hydraulic systems without shutting down the machine. Mostly used on production machines.
The punches are cheap-o ones from Princess Auto (our HF here in Canada)
I think they are "powerfist" brand. $15 bucks or so

Dont let the price fool you, they are fantasic. They dont hold a great edge but if back your work with aluminum they last a long time.
Get yourself a slab of lead, or if you don't like lead in the shop, a hardwood 4x4 or so block and use them into the end grain. Used like that they last near forever.

Funny that you ask if that was sarcasm or not. Some people can get buy with what you have, some people can get by with alot less. Whereas for me... Everything in this drawer gets used at least once a week, most multjple times a day.... Also have a lower drawer with a 1 1/8 to 2" set.
