They are worn through, as above. When new, they look something like the photo and can be made if need be. If you cut a strip of 18 Ga. metal it can clamped against a piece of bar stock and the edges bent up with a hammer. If the spot welds on the old one are drilled out, you can attach your new piece with sheet metal screws. Usually there is enough clearance for the screw heads.
I did this a few years ago and it worked out OK.
