I am remodeling my garage and have decided on New Age Cabinets. They come in 18 and 24 gage. Is there that much difference in these two gages?

Very much so different. The 24 gauge material will support the basic hand tools but not much for abuse or heavy items like lots of wrenches or hammers. The 24 will start to sag in the middle and the back lip will crease allowing for the drawer to buckle and then creating a frustrating situation when opening and closing, since it will rub on the lower drawer.
If you can afford it go the heaviest gauge (16 in this case) as possible.

I have the New Age Pro, 24g cabinets. I love them, plenty sturdy for general garage use. I have mine loaded with a bunch of tools and no sagging or buckling issues for me. Just don't overload them.

24 gauge is roughly the thickness of the sheetmetal on cars today....a falling acorn will dent them.

18 gauge is roughly the thickness of a 1970's full size sedan sheetmetal....think demolition derby-mobiles.
