Doing a new building should give you the assurance of inspections and an engineered structure designed to meet the usage to which it will be put. I suspect your need for aspirin will be much-less going the route you've decided to take. It certainly will be an easier structure to have insured.
The occupancy of a building requires the structure to meet the current building code when the building is first erected, or upon a change in occupancy. Changes in occupancy depend upon the current zoning regulations allowing the proposed usage.

When the building is in an AG zoned district, building availability/usage and a lack of permitting are much-more liberal than for an area/plot/parcel zoned for residential usage. This is applicable in Miami-Dade Co. FL which happens to be where we live. Meet the setbacks, and you can build anything allowed in the AG zoning district. Miami-Dade and Broward Counties allow AG zoning on as-small as a single acre, though there are local plats requiring larger parcels to allow them to be zoned AG. The current AG term in Miami-Dade Co. is AU, Agricultural Use.
