Yep NEC 250.52(A)(7).Interesting. Never seen or heard of that before. Is that allowed in the US?
Am I mistaken or isn't there some sort of requirement to have a 30" clear zone around the panel?
Not sure, but if there is, how would the window and door affect that, especially if the panel was to be moved to be behind the door when it was opened?

The panel needs to be in a 30" clear zone. Not have a 30" clear zone around it. Is that clear. Oh I made a funny.
What no one mentioned was that 30 amps won't get you far. Pretty skimpy for power to a detached garage that might become a workshop also, but I realize the builder did that on their own, being cheap of course.
I think I'd recessed the panel into the wall but at least you can get full insulation in behind it when you do that.
