Picked this up at the flea market, but it’s a mystery to me what it’s for.

I believe that it is a gauge for adjusting linkages to an automatic transmission. The AT prefix was used by Snap-On to indicate tools for working on automatic transmissions.
Snap-On never made anything that cost a dollar.
Take a pic of it next to a hundred dollar bill and someone will recognize it for sure.
