Mystery tool (solid brass)

I picked this up at an estate sale. Seller didn't know what it was and I didn't either. No identifying marks of any kind on the tool. It weighs almost half a pound.

Does anybody recognize it? For the time being, it is in my drawer with a few other beer bottle openers. Should I polish it or use as is? Would this act get me categorized as a tool polisher?
