To me it looks like a snap on ratchet that has a custom reversing lever and the handle has been turned down so that they can press an aluminum larger handle on to make it easier to grab with gloves on

All of those those look like one-offs, or however many the machine shop needed to make: except the adjustable. It seems out of place.

I would say you are on to something. rlitman's link actually says the sockets for that ratchet are modified snap ons! I agree much of this is custom made, Nasa wasn't above using off the shelf if they could.
