NEC question

I am going to install a cabinet in front of an outlet in my laundry room. There is not enough wire or access for me to pull the wire and bypass the box or run straight through it. I know that NEC says I can't permanently cover a junction box so I think I am going to have to set the cabinet and extend the box into the cabinet.

Am I correct that NEC would count a cabinet as a permanent fixture even though it is fairly easy to remove?

Does the wire feeding the outlet come from above/below or from the side? It would be pretty easy to pull a few feet of the wire back from the outlet to a new junction box that isn't behind the cabinet. You might need to patch drywall in a couple spots, but it wouldn't be a difficult job. You could add a switch or a new outlet in the new j box.

if the cabinet is screwed, nailed or otherwise attached to the wall or floor then it is a permanent fixture. you can cut the back of the cabinet to fit the box and use a spark ring and longer screws to extend the outlet into the cabinet and cover as usual
