After seeing the photo, I think the diagram is wrong or the breakers are numbered strange order.

It looks to me like the bottom two full size slots will fit the half size breakers, there is a two pole breaker that's like two of the half size but IIRC you need to put it on the spot that it can hit both busses. This means a half size single then a two pole slim(same as one of the regular single pole) and then another half size. If you put them in the wrong spot you get both poles on the same bus.
That tandem at the top left is not a GE breaker and shouldn't be there at all.
With some shuffling you can make room, a larger panel or a sub panel will be in your future if you need much more room beyond that.
It is correct. Panel has 20 full size breaker slots. But the 2 bottom spaces (L & R) can use 1/2 size cb's and give the total of 24 ckts.

I cant figure out what type of bushing i need for the armored cable coming out of the oven. Its about .9in outside diameter and I want to get it into a pretty std 4in metal box.
