Found this old tool and have no idea what it is for. Don't think it is homemade but don't see any part number on it.

For holding one nut while turning another perchance? Measure across the flats. Hold the outer, tighten the inner with a ratchet?
That's how I figured it worked but was just curious about where it would be used. Maybe some kind of front end work? Flats are 1 7/16" and 13/16"

I should have put something in pic for size reference. It is 1/2 drive and about 18" long. That would be for a big valve!!
I was thinking normal car valve, and assumed that was a 1/4" drive hole on top. Guess I missed the chair too.
