Not owning a press, much less a Nugier H40-7, but looking at pix on the web, here is my guess. I’ve used a press like this over 35 years ago, so this sorta makes sense.
Looking at this image here, it appears the near side just drops straight to the cross bolt.

Then looking at the last photo from the previous link, last message, I would guess the opposite side goes up, through the two #12 pulleys.
This page, last photo, seems to show the cable running against one of the top beams. Not sure what holds the #12 pulleys in place, or if it just free floats on the #14/bolt.
