You know, I was searching all over Google for a tool that would fit this. And it did occur to me that it was some kind of clamp, but I couldn't find anything that matched.It looks like it could be the clamping handle for a flat drain snake.

That would be a "CAME" puller. Might be.Looks like a lead stretcher for stained glass work. My wife has one in her workshop. You use them to stretch the crooked/bent pieces straight so they are ready to use. You also use them to change the size of the grove in the lead to fit thinner glass pieces.
