It looks like it could be the clamping handle for a flat drain snake.
You know, I was searching all over Google for a tool that would fit this. And it did occur to me that it was some kind of clamp, but I couldn't find anything that matched.

I maintain that it could still be used to plant seedlings, and as a doorstop though!!

I love mystery tool threads. :D

Looks like a lead stretcher for stained glass work. My wife has one in her workshop. You use them to stretch the crooked/bent pieces straight so they are ready to use. You also use them to change the size of the grove in the lead to fit thinner glass pieces.
That would be a "CAME" puller. Might be.
