Thanks, I see your pic but not the OP's. Ive never had that issue before (that I know of).

Belt hole punch is the first thing that comes to mind, but I don't think thats what it is. Something similar maybe.

Unless the anvil of it has two holes , I don't think it's a hole punch. I'm thinking a harness-maker's tool, something for shaping, maybe joining/soldering thin pieces of silver or brass sheet or wire to make straps or buckles.

In other words, I have NO idea what that is.

Leather punches do not have holes on the anvil (only metal punches need that), so it makes sense that the anvil would be flat. To me, it appears that the round anvil is just big enough to cover any possible point that the twin punches could come down on, assuming the twin punches can be rotated.

A leather punch would be (totally) tubular on the cutters, can't tell from pix.

The pins aren't very far apart, and are maybe 1/8" each in diameter....and they slide through the tool when squeezed all the way together. The "leaf" on the rear pushes them both back out...

What does the underside of that bottom die look like?

Or maybe an eyelet or small grommet setter?

I'm curious as to the purpose of the recess in the anvil.

The anvil doesn't seem to match the pins.

I'm guessing you're missing other anvils and pins.

Didn't notice the writing before, apparently it's some sort of button setting tool...

My WAG is this tool is for holding a pressed in button to keep ya fingers clear of the press. Think of the Levis jeans fly buttons. The recess on the anvil holds one side of the button, the fingers hold the other side and the press works between them. Just guessing
