If you can't get it to come on, I would make sure the power is OFF to it, then see if you can at least turn the pump flywheel by hand. If it's not seized up that's a good sign.
Check the motor plate to see what the HP is...
I'm going to assume it's a 60 gallon / 1.5 HP based on something I found in a quick google search....
Non-running / unknown condition.... $150-$200...
If it was running good and maintenance was known.... $300 ish
As long as the tank isn't rusted out, that in itself has value. The pump IS a champion and usually over-built, and that's got to be American made... The only down side is it's just a 1.5HP setup, meaning low CFM...
