It depends on the generation but most of the ones currently available are pretty good.

Do anyone know if Pittsburgh ratchets are good. I saw two in a flea market that are 3/8 drive.

A lot of guys like the newer models and say that they perform well. Given that Craftsman is now Chinese junk metal, I don't see a better alternative for a low cost ratchet.

I have a few Pittsburgh Pro ratchets and they're all pretty good. Can't say much about the Pittsburgh (not Pro) because I don't own them, but I expect they're a step or two down in quality.

Pittsburgh Pro ratchets can be really inexpensive when HF puts them on sale and it seems like they're on sale half the time. Don't know how well the flea market competes with that. Although HF's return policy is easy.

NCGI: pretty sure Pittsburgh wrenches have been made in China and distributed by Harbor Freight for years now, but maybe there was a vintage version of them because a lot of old company names were bought just to import their products to the US. any pictures? that said i bet Pittsburgh wrenches will loosen or tighten a bolt, but i like the old stuff better.

also welcome to the forum. since you are new i won't reprimand you for putting a non pre 1970's tool in the vintage section or maybe yours is vintage and not just rust or neglect. post a few pictures if you can and i use the paperclip just above where we write our posts sort of like attaching pictures to emails.
