Please help with tool identification

I found this completely frozen and somewhat rusty. Some restoration and a bath in Evaporust helped it a lot.
Both sides have BERNARD stamped on them and in the top there is SARGENT & CO, NEW HAVEN, CONN sign
Does anybody know how old is this tool?
Also - what is this tool. By design I would assume that this is some type of wire cutter. However, it has an ability to cut 2 sings simultaneously (the opening appear to be very similar in size) - I am not sure where this would come much more handy vs. usual cutter. Please share your knowledge of this tool.

I've heard them called twin or double jaw wire cutters. Schollhorn sold the Bernard line to Sargent in 1948 per AA so yours would be something later than that.

You did a very extensive collection of articles in that post. However, it came extremely helpful the moment I opened the AA thread. The William Schollhorn Company article had a picture which looked familiar. I got into the rust pile which I am slowly restoring and found this interesting piece:
