Please ID these punches

I found these punches when going through a box of tools from my grandfather. The 3 smaller ones, sizes #8, #10 and 1/4, have the word TAMPIN stamped in them before the size. The only marking I could find on the largest one is a diamond stamped on the side.

Who here can tell me what these are used for?

if the center punch is free in the outer part, they are used to find the center of a hole when drilling a hole when two parts are laid together. center the round outside in the hole, punch the center and you have found the exact center to drill on.

In my searching I couldn't find the punches but found these called tampin anchors. Looks like they could be related. Also, I found quite a few of these in various places in his stuff.

Nope. Not spring loaded. And, unless they're seized from lack of use the center part is rigid with the outer part. Sk farmer may be on to something.

Tampin anchors are for fastening to concrete. Drill a hole and drive the anchors
( your second pic) in with the driver (your first pic). Then bolt whatever down into the anchor.

And just how heavy duty can Tampin anchors be? Size depending of course....

Pedestal buffer or full blown mill?

lead anchors (also called caulkins) were made before the steel anchors for concrete and block.
They are not as strong as steel anchors but still have their place for lighter duty applications. I have a couple hollow wall set tools that allow you to set them in the void of concrete blocks,which work great.
They do not meet fire code as they will melt under high heat and cause the object to become unattached.

Interesting, I have boxes of lead anchors like those. Maybe I need to buy a set so I can actually install them.
