There are some fencing tools that may help, but I don't know if or how much of the rod is exposed.
And assuming they are vertical.

A farm jack and a post puller attachment.

If there isn't enough sticking out for the puller to wedge in, can you weld a chain link to it?

Yes vertical with at least 48" above ground, not sure how long they are until I can remove one.
Farm jack.

You may be able to get bite with a length of chain or a strap.

The attachment I mention is a stout piece of metal with an oversize/oval hole in one end. Lay it horizontal, slip over the bar. When you pull up the opposite end it wedges on the bar and allows you to pull up.

6' of approx 1 1/2" box section steel, drill a 7/8" hole through one end.
Slip over a bar, lift the far end firmly and rotate around the bar and it should jack it out the ground.

I use a 2' one to get concrete form pins out, they are only usually in a foot or so.

Engine hoist. Cut a small notch into them so a chain has something to grab, or if possible bend them so chain doesn’t slip off

Or like dutchgray suggested, box tube with a hole through it that will bite when lifted.

Tractor, skid steer, forklift, etc.

I'm sure with whatever equipment you have one of ghem can lift.

Farm jack is the way to go. Use some strong rope and a prussik hitch to grab on to the rod.

I'd say farm jack also. It may be easier to do after a good rain if you have a nice pad for the jack to sit on.

This was going to be my suggestion. A piece of metal with a slightly larger hole than the OD of the rod. Slide if over and hook on to it with the lifting device of your choice. HiLift or heck, even a cherry picker could work at that point.

If I ever feel like pulling a dozen 8 foot chunks of sucker rod out of the ground with a HighLift, I hope I go lie down down somewhere until the feeling passes!
