Believe it or not, that's a lathe used for turning contact lenses. Precision-Cosmet was one of the early developers of hard lenses and early trails with hard gas-permeable lenses.
I'm guessing the lenses were molded, then a lathe like that used to shave down the rim edge for fitting.
