Running Romex in attic

Questions:

Can I properly run Romex across the joists in the area that the rafters
come down to meet the wall or does it need to be put on a running board? The distance from the wall would be around 1 1/2- 2' & the vertical clearance to the rafters would be around 1' (+-) so it wouldn't be an area where someone would walk.

OR- could I run it across the bottom of the rafters which would be in that area about 8- 10" above the joists?

The attic access crawl space is at least 10-12' away from this area.

It's fine to run the wire across the joist tops without using running boards if the wire is not within 7 feet of a floors edge. If no permanent stairs or ladder then the wire is to be 6 feet or more from the access hole.

It's fine to have the Rolex just strung between rafters in mid air up in the attic. I recall staples every four feet.
