They all rust if you live where it snows or near the ocean.

That is a pretty ingenuous fix in the video with the rubber band. Also you showed a needle scaler, we can give you some additional time to improve on that device. I wouldn't worry to much on the loss of metal thickness, that scaled rust wasn't helping anyway with the stress of a load. At least you know where you have a problem with metal thickness. Kind of makes you wonder when you see a rust bucket pulling at full weight load.
Noticed you live in NJ, do they use a lot of salt in winter on the roads? Where I live for the weather is much colder so salt is not much help, as it works best just below freezing. We use more sand but it would have a small portion of salt mixed in.
Would Fluid Film help in the descaling of rust with your method? It appears many use it on under carriage rust or just rust in general. I think it is an amazing product. Thinking of under coating my vehicles with it by itself don't have the rust scale buildup to deal with at this time.
