They make something similar that is also cheap and actually made for what he is doing. It is called a needle scaler. It is a bundle of pins mounted on an air hammer. It probably works better than a chisel. It would be my first choice.

He has a needle scaler too - he shows it in the video, and says the hammer is a lot faster.. I have a needle scaler myself, and my very limited use with it seems like the hammer is faster too..

That is a pretty ingenuous fix in the video with the rubber band. Also you showed a needle scaler, we can give you some additional time to improve on that device. I wouldn't worry to much on the loss of metal thickness, that scaled rust wasn't helping anyway with the stress of a load. At least you know where you have a problem with metal thickness. Kind of makes you wonder when you see a rust bucket pulling at full weight load.
Noticed you live in NJ, do they use a lot of salt in winter on the roads? Where I live for the weather is much colder so salt is not much help, as it works best just below freezing. We use more sand but it would have a small portion of salt mixed in.
Would Fluid Film help in the descaling of rust with your method? It appears many use it on under carriage rust or just rust in general. I think it is an amazing product. Thinking of under coating my vehicles with it by itself don't have the rust scale buildup to deal with at this time.

Problem with those G.M. trucks is this black wax bullpoopy that G.M. coats the frame with. It starts to peel and then holds dirt and water in little pockets against your frame. Although that rust looks dramatic, it's about 10x thicker than the metal it started out as.
Usually, when the frame breaks, it's one of the tubular crossmembers that rotted out. they slope down in the middle and the drain holes don't always end up pointed down at the factory.
Makes me understand why Ford sells more trucks.

With all the technology around why wouldn't manufacturers just powdercoat everything.. although the problem with making things that never break is that they don't NEED to be replaced, so you can't help but wonder if that's why they don't do it..

Here in the southeast not so much but I still see my fair share from vehicles north of North Carolina exhaust bolts are always the first to go almost none exestant

Now powder coating will be too cost effective to be feasible for car manufacturers

A lot can be bad like engineering like older jeep wranglers with no drainage of frame where it rust inside out
