Rough up the surface with 120 grit sandpaper, sweep or shop vac, then wipe down with denatured alcohol on a lint free or microfiber towel. You can then apply a new coat or two immediately there after.

Not sure what you do/did in your garage "beating the hell out of it" but I would be pissed at a only a 3 year floor coating life.

I did my shop floor 3+ years ago. It went in easily, covered well and looked terrific. I have fairly beaten the hell out of and am considering re-doing the floor with RB again. What is the process?
The suggested method for re-coating is almost always grinding off what is there and starting with fresh concrete. You can lightly sand the surface and coat over the top, but it is a huge risk.
If the original coating was Rust Bullet things change a little. Please let me know

Larry, the surface is not terrible in any way. I don’t care what you put on concrete, if you weld over it, etc you can damage the surface. If I clear the area and clean it thoroughly it will probably look fine. I am in no way dissatisfied with the Rustbullet as a finish. On fresh concrete it applied easily and looked great. I was just looking at it wondering what it would take to re-apply sometime in the future. And I would use it again!
