I wish it did work, it looks good in the literature. However, I think it would perform as any solid body stain, or surface stain would. You've probably seen latex paint used on a deck, and with time, water gets trapped underneath, and the paint peels up in sheets. If it didn't peel up, the underlying wood would rot from trapped moisture. It does anyway in most uses of latex paint on a deck. I think that product will perform in the same manner, just my opinion though. You can use a square flooring sander with 20 to 80 grit paper to smooth a rough deck, taking care with your fasteners.
