To the OP, I have lakefront in NE Minnesota (which has different soil conditions than the central part of the state). I have a full two chamber septic system with a dosed mound. I started with a single chamber holding tank -- the only reason I permitted was because I was seasonal. Inspections are required every 5 years, which doesn't necessarily mean a pump down.

I also would suggest that a 250 gallon holding tank with only a toilet will be full much sooner than 5 years. That balances out to 50 gallons per year and with a typical toile being about 1.4 gallons you are looking at less than one flush per week. Hardly makes it worth it to put a toilet in the shop with only a holding tank.

I don't think that's too far out of line, as I assume cost of living is higher there than in MO. It's $350 per 1000 gallons here.

Everything else you mentioned over there is a racket though (the $525 annual inspection, the filter media and its cost, etc.).

Cost of living is significantly lower than where I lived in MA (houses are half the cost here) and I was paying 225 to pump a thousand gallons 3 years ago. Maybe it's jumped a lot since then

Just pulled a quick cost of living comparison off the internet. Looks like you're about 11% higher over there (comparing St. Louis, MO to Richmond, VA). MA is 13%-37% higher than Richmond, VA, depending on where you look in MA.

I would recommend putting in a septic system with a drain field as oppose to just a holding tank. My profession is a plumbing engineer design commercial buildings. In the Hospital emergency departments they are typically required to have a decontamination room where they rise off acids, fuel or what ever from accident victims. This has to go to a holding tank to be pumped out and dispose of. Only shower water goes through these. The 1500 gallon tanks fill up really quick requiring pumping every few months.
If you go with just a holding tank setup make sure that you have it set up for a future drain field and placed so that a drain field can be installed in the future.

And then there's a proper tertiary treatment system...

Four chambers in a large tank (or two tanks) with a regular inflow into the anaerobic bacteria-treated septic, the outflow from this goes into an aerobic bacteria-treated section - with air being constantly pumped through it to enable the aerobic bacteria to rid the water of anaerobic bacteria. Then the flow takes it into a chlorinating chamber and finally to a holding area which has a submerged pump in it. When the float says it's filling up the pump switches on and the clean water is used to irrigate the garden/lawn/scrubland or whatever.
