I don't think that's too far out of line, as I assume cost of living is higher there than in MO. It's $350 per 1000 gallons here.I was wrong on pumping.

Cost of living is significantly lower than where I lived in MA (houses are half the cost here) and I was paying 225 to pump a thousand gallons 3 years ago. Just pulled a quick cost of living comparison off the internet. Looks like you're about 11% higher over there (comparing St. Louis, MO to Richmond, VA).
