I have seen professional floor finishes (Toole Floor Coatings, Albany, GA) use this equipment to rough up/etch a cement floor. It is the perfect thing, removes all traces of surface coatings such as cement finishes sealer/curing compounds, and other coatings that might affect the adhesion of the epoxy paint.
This equipment was very heavy, quite sophiscated and VERY expensive looking, I doubt it could be rented.
Seek out professional floor finishers that do paints, epoxys, and resurfacing and see what they have to say. This IS the best way to go, but I'm betting its expensive.
