One thing is his feedback score had (46) entries earlier and now stands at (39). I wondering if you send a paypal dispute, do they remove your comments/score? This way bad actors can still have a high score, if disputed. Can someone who disputed verfiy this one ebay and one paypal dispute?

Surprised ebay hasn't deleted all mention of him on their web pages similar to their handling of best offer sales prices.... the actual prices do not exist for public consumption!!

I had a paypal dispute and left negative feedback. It s still there.

I was just notified from Paypal that I am getting my refund.

I went through eBay, opened the case maybe four days ago, and it was resolved/refunded yesterday.

From what I have noticed, negative feedback counts as one negative point towards a feedback score, so it drops more as more negatives expereinces are given.
