Actually, it looks like some type of junior or senior level engineering design course, where students gain some independent and hands-on experience.

What I suspect is that Snap-On issued a grant to sponsor or support that course, and was looking for a) cheap brainstorming, b) future interns, c) future engineering employees.

It is interesting, though.

It is not uncommon for similar affiliated projects between universities and large nearby companues or government bodies.

This certainly doesn't look like it's a serious research study, though.
