I recently moved into a new to me house with a detached shop and the subpanel for it is a less than ideal location, I’d like to make it better if possible. It is located in a door-less closet next to a large electric water heater. I understand that there is supposed to be a minimum clearance for working in front of the panel. I’m thinking I’ll remove the small walls that form the closet and then I’d like to remove the current water heater. I’m thinking of replacing it with a small electric on demand water heater. It will just supply a bathroom sink and a shop sink, both which get used infrequently. Is it ok to have a wall mounted water heater near the panel? Are these reasonable things to do? Thanks in advance.

Depending on your jurisdiction... most panel installs require between 400-500mm clear of other equipment from each side of the panel centerline. Looks easy to accommodate now, rather than have a fuss over changing it later.

NEC requires 30in wide clear working space for a service panel but the panel does not need to be centered in that 30in space.
