Tapered Tool identification. Puller?

Can anybody tell me what this thing is? The tapered part revolves around the spindle which is threaded I believe. I'm thinking it's to pull something out of something?

My guess would be a bushing puller although I’ve never seen one just like it.

for some reason I'm thinking it's an antique tapping reamer for threading leaking boilers and water heaters to install a plug

That was my first thought also, but all three that have passed thru my hands have been much coarser thread, and much smaller, maybe 3” OAL, and tapering only enough to be straight over maybe 1/4” of metal. Front right of center.




I’m thinking plumbing, but not sure what twists the threaded piece.
