Couldn't you buy the kit get the free tool and then take the kit back? Seems sketchy but someone could do that.

Your not understanding how this works.. You're NOT getting something for free.
What they do is spread the discount across both items, proportionally across both, according to their cost..
So if you bought a $400 item, and combined it with a $200 item - when it gets rang up at the register (just say it was a $75 discount for easy math) - $50 would come off the $400 item, and $25 would come off the $200 item.
New prices would make them $350, and $175 when you purchase them together - and this is all printed on the receipt..
If you then decided to return the $400 tool - you would only be refunded $350, cause that's all you paid for it. You would have gotten a $25 discount on your $200 tool you kept. That's it..
Instead of just offering say a 15% discount across all tools, they are trying to encourage you to buy more, but there is nothing that binds you to having to return both items.. The item you paid $350 for, then goes back on a shelf with a $400 price tag attached to it.
