I have a question on the new(er) Snap-On small reversible screwdrivers. I see them on eBay for $27.95. Is that the going rate for them? How is the quality? Is it the same as the older hard handle screwdrivers?

The "G" prefix is added to the front of a bunch of part numbers for ratchets, drive tools and wrenches. It only serves to indicate the tool as "industrial finish" or as others have said "black oxide" instead of chrome finish. Nothing to do with "government".
An example of the newest addition to this would be these black hard handled ratchets that were recently released in an industrial finish.

If you are referring to the 4 industrial finish black hard handled ratchets, the are available individually, not as a set. The hard handled industrial finish dual 80's only comes with the black hard handle but you could easily order a handle in any one of up to 10 colors and swap it out.Is that set available now with the hard handles???
