Can I use tie straps for romex on metal rafters?

You should be fine strapping to the face of the rafters. To run NM through any holes in them require the use of grommets.

Picture? Running through holes in studs/rafters with stud gaurds would probably be better depending on conditions.

Not easy boring a hole through the 2" beams. 2 holes per beam. I been using a carbon tip hole saw. Wears me out after about 6 holes.

Are the tie straps UL listed for securing NM cable?

Tie wraps are listed for securing a number of electrical cables and conduits (NM included).
