Both Usag and Facom are made in italy
Can you provide your source for that? My set of Facom 84TCD were most definitely made in France. But they are a few years old and things may have changed.

And here's what Ultimate Garage says: "USAG Sliding T-Handle Metric Hex Key - 4mm (84TCD.4)

USAG manufactures these keys in their Gemonio (Italy) factory and they are marketed under both the USAG (280TK series) and Facom (84TCD series) names. I prefer to stock the USAG branded tools because of the cheaper price and US warranty (the Facom keys have to be sent back to France for warranty consideration)."
So maybe "280" just indicates a product that was originally a Facom product and has nothing to do with COO?
