LOTO wasn't required for either on my house but that was 20 years ago. The water heater in the shop didn't require it either and that was 3 years ago. Although that "inspection" was kind of a joke. He spent as much time talking about my nice floor finish as looking at electrical. Is that a thing in latest electrical code? I'm not too worried. Only my wife and me and she doesn't mess with the electric panel - if there was a problem she would ask me about it.Water heaters are allowed to have a permanently installed loto hasp in residential applications, so are dishwashers.
The interlock for a vertical breaker would have to be different than the simple slide for a horizontal main. Wonder how they do those...
