Thats exactly what that clamp is. To hold lanterns, metal stringer and minnow bucket on an aluminum boat.The one I was thinking of was for clamping a lantern to a boat, if that reminds anyone.

Grandpa had two of these in his collection. He was a carpenter pretty much his whole life after the war (WWII).
