urethane recoat question ~ Epoxy Pros Help please!

I have 2 questions

Question #1

I just put down my 100% solids floor with a coat of urethane last Sunday and I and going to add another coat of urethane this weekend and I didnt know if I need to sand or degloss the last layer or if it is new enough to recoat over it without doing anything to the previous coat. The floor is clean and has not been touched since coating last sunday 4-10. I was told to use xylene to wipe the floor down to soften the previous layer so it will bond. I used the Norklad 100% solids and High gloss urethane top coat.

Question #2

I have found a few small spots that are still totally wet like if it was put down with no hardener (part B) down to the concrete. I found them when I went in to pull tape and stuck my hand in them. It seems like the concrete was wet or something when I put down the base. I know it was totally dry but some of the primer was still tacky in a few spots but the spots I remember are totally dry and hard as a rock.
Anyway, can I razor cut a square out and pull up what I can with a putty knife and remix the base and pour it in the square and let it self level out at the same as the other base height and then when I reclear the rest of it go right over the top and allow it to all blend in. Will this process show when it is all done if I do this?

I did that..

I am not asking about product specifics just looking for other peoples experience to help me fix this so I dont waste $1000 I spend on the floor that could be a simple fix. Norklad already told me to degloss and chemical wipe the surface before recoating it. but I dont have a answer or solution for my question #2 I feel this can probably easily be answered and solved by someone that does this all of the time and could have ran into it before. That is why I asked the way I did. I am looking for other options but mainly looking for answers to help me with question #2 that I have
