What’s easiest way by hand to bring the surface back to trying to look new?

JUST minor surface rust. 0000 steel wool not doing it.

Not really by hand but by drill motor.
I like 3M Roloc wheels
You could also use a rubber sanding block and medium then fine grit sandpaper.
You’re not looking for a mirror finish, right?

Whatever method you decide to use between a choice between the above options, or using a wire wheel followed by a scotch-brite of even some chemical clean like naval jelly, in the end there is less than 10 square inches there and it shouldn't take more than 10 minutes or so to clean the rust off of that surface.

Don't over think it.

I've used Barkeepers Helper with Scotch Brite to remove rust from cast iron table saw (wear rubber gloves). Worked great. Then put on a couple coats of Minwax Paste Finishing Wax to keep it from rerusting.
