The wording indicates "Assembled", which typically means offshore components.
Was about to post this....
Offshore handle, offshore bit.
5 seconds with a press and bam "USA" on the package to bring in the misinformed.

Some of the Walmart pics online also say "assembled", but the 6 or 8pc set i bought contradicted that by saying " Made in USA" and no mention of global parts. I was surprised. They seem fine for bending paint can lids, loaning out, junkyard use, etc.

Made/Assembled in USA Hyper Tough Hand Tools at Walmart.
I was in Walmart earlier today and I went to the tools section to get some over the glasses safety goggles for a oxy-fuel class I'm taking, and I was surprised to notice that a set of Hyper Tough screwdriver set was "Made in the USA with 60% or More US Parts." I knew that they had made in USA...

Assembled is still regulated by the FTC.
There can still be a lot of manufacturing involved in a product labeled assembled. Not sure what you described would legally meet the requirement for that label.
