In preparing to finish my basement, I'm trying to get all of the future plumbing and wiring done before the ceiling is closed up. I'm thinking about adding a hose bib to the garage side of the house (Shoulda done that to begin with!). Easy enough- I have a good place to add a 'T' in the PEX, and run the line on out. The problem is that I have to come out into the garage, bury it in the garage wall, then go out the front. All of that area is subject to freezing, so I need a shut-off inside, in the basement ceiling. Long story short- do they make ball valves with a long enough handle (stem?) that it can stick down through the ceiling to be readily available? If so, what are they called?

Note- A frostproof sillcock won't work- I need a shut-off before the line goes out into the garage.

There called stem extensions or ball valve extensions. I had to buy one for copper pipe. Dont know if they make anything like that for pex though.

Look for "frost proof" hose bib, sillcock, faucet. And you do need to be able to drain the line, either angeled down and out or drain on the inside at the end of the season.

I work in a chemical plant, and we make handle extensions all the time. Something you make would be cheaper than a ball valve with a really long stem, so consider that. If you google "valve handle extension" you'll find lots of ideas including tall stem ball valves.

Bend a piece of rod in to a J shape to turn a ball valve, hook to handle, usually bend it and drill a hole thru it or weld a bolt on the end, you can even go thru a wall with this if needed.

I have seen globe and gate style valves with extended stems welded or brazed on. You may need some means to prevent undue flexing. I have not really seen this arrangement with ball valves as the stem is pretty stubby, but I have seen holes drilled into the handle and a rod hooked in, to act as a remote lever. This may work depending on geometry. Lastly, I am pretty thrifty but I would look into an electric solenoid valve - maybe you can get one cheap.
