Hard to say. Is it a 15A motor? If so a new, similar compressor is $400-500. It looks like a 60 gallon tank. It doesn't have a magnetic starter so it's likely a 15A motor. It could be a 5hp (22A) but probably not. Looks like a quality 2 stage pump but it's also used and in unknown condition. In known good shape it's probably a better compressor than the 60 gallon pro-sumer stuff at the big box stores. However as it costs the same and it's in unknown condition I would be reluctant to bite. Just my opinion which may be worth little more than you paid for it.
Wayne made excellent compressors. A search of the "general tools discussion" forum will list several threads. It is hard to tell from the photo but it looks like it may be a 376 or 396.
It's not the deal of the day, but it's not a total rip off either.
Walk in with 3 $100 bills & 2 $50s, wave the 300 first and see if he bites. if not pull the first 50. If you are really serious pull the second and call it a day.

This is a low rpm unit, likely quiet, between the physical size of the head and motor I would say 1-1 1/2 hp originally, low cfm output, $400 is too much. $250 maybe. Doubt you could run a spray gun constantly.
Thanks for the info guys. I decided to hold out for something different. May have felt differently if I had some specs but I'm sure something else will come along.
Every vertical Wayne I've ever seen has spent the majority of its life in a gas station. Good compressors, but as with anything, there's a limit on how many thousand hours it can run until its worn out. Definitely not worth $400.
