Would you use 1x3 rectangular tube or .5x3 flat stock for the top? I'm look at slats so I can use every day C-clamps, etc.

1/2" will flex over a decent span, my 5/8" had defection with weight in the middle. Not much, but it will.

Can't remember the specs at the time, look up my name / ultimate welding table.

That said, I would still go flat bar over tube. Using the bolt method you can level the bar easier.

Given a choice of the materials I would pick 1x3 tubing at least 1/8” wall. So long as the table is not too big it will be okay.
As a small fabrication company, I just use solid plate, and have for about 20 years.
